Having a postal system is essential for a civilisation to function over any area.
The first were developed in Mesopotamia with one of the most documented being in Persia.
By the time we got to the Romans, the postmen were also used as journalists, relaying the news of what they had seen to the addressee.
All the areas that had notable postage systems were populated by Whites, but the system fell into disuse once the population changed to non-White.
