NATO had amassed the largest army in Europe on Russia’s borders, concentrated in Mariupol and poised to retake Crimea.
Russia’s stated objective was to demilitarise this army and to do so, they first had to contain Kiev to prevent reinforcements.
There never was a plan to take Kiev, that was all bluff and enabled the Mariupol units to be surrounded and picked off.
